The following Neglected or Delinquent programs within Saint Paul Public Schools are served by Title I:

Bush Memorial School provides special education services to children placed at Bush Children's Center. These students are experiencing severe developmental, emotional/behavioral difficulties and require out of home placement. The school focuses on meeting the special needs of these students as outlined in their IEP's. The length of stay for these students range from three to eighteen months.

Bush Highland School serves adolescents residing at Bush Children's Center and Holcomb House. these adolescents also are experiencing severe developmental, emotional/behavioral difficulties, requiring out of home placement. School staff focuses on the specified IEP needs of these students, with the length of stay determined by the treatment staff of the placing agency.

Arlington House School provides regular and special education instruction to adolescents placed in shelter due to problems in their homes or communities. Some of these problems include chronic truancy; being homeless; self destructive behaviors; emotional, physical, or sexual abuse; significant family crisis, court issues, anger or aggression; and mental health problems. Adolescents are placed from 1 to 90 days, as determined by need and the placing agency.

Booth Brown House School staff also provide regular and special education services to children placed in shelter from 1 to 60 days. These children experience some of the following issues: significant family crisis, being homeless, self destructive behaviors, anger or aggression, or emotional, physical and sexual abuse. The school component provides individualized programming based on the student's needs and current level of functioning.

Boys Totem Town is a residential treatment facility for Ramsey County Community Corrections. Residents are admitted to the program year round as a consequence for criminal behavior. Educational instruction is provided to students, year round, in the form of individualized curriculum in all required content areas and career exploration. Students in the program need to progress through their individual behavioral treatment program and transition back to the community.

Juvenile Detention Center is a detention facility serving both male and females with separate living quarters but co-educational classes. The majority of these students, who have had little success in traditional school settings, are below grade level, and experience environmental delays and acting out behaviors. Critical components of the school staff are the teaching of and reinforcing social skills, and good work and study habits. Ranges in stay fluctuate from hours to 7 days. Another component to the Juvenile Detention Center is the Sexual Treatment through Accountability and Responsibility for Teens (START) program for chronic and sexual offenders. Residents' stay here may be up to 18 months.

Kohler Hall is a part of the on-site program of Boys Totem Town. This secure facility, which houses 2 licensed teaching staff, includes an orientation program where all intake assessments and pre-planning occurs for the residents committed to the program at Boys Totem Town. The second classroom is the XL (Extended Length) program where the young men spend a minimum of 30 days.
